No person shall fail, neglect, or refuse to properly cut such weeds or clean such premises so owned or occupied by him within five days after receiving notice in writing from the City that such premises are grown up with noxious weeds, bushes, or other vegetation and that they are ordered to cut or remove such weeds, bushes or vegetation. In the alternative, notice may be served personally by the Vincennes City Police Department. Such notice may be issued after the weeds, grass or other vegetation reaches the height of six inches. Any such notice shall be issued in writing and delivered in person to the owner/occupant; by certified mail; or by posting in a permanent place on the premises.
